This tutorial was written assuming you have working knowledge of PSP.

~~ Let’s get started ~~

Open up the template.
Shift + D.
Close out the original.
Open up the background layer.
Delete Rasters 1 (the credit layer – the very top layer), 6, and 5.

Highlight Raster 1 layer.
Click on it with your Magic Wand.
New Raster layer.
Copy and paste Paper 1 Into Selection.
Deselect.
Delete the template layer.

Highlight Raster 2 layer.
Repeat the above step.

Highlight Raster 3 layer.
Click on it with your Magic Wand.
Selections/Modify/Expand by 7.
New Raster layer below the template layer.
Copy and paste Paper 15 Into Selection.
Adjust/Add Remove Noise/Add Noise:
Random and Monochrome checked
Noise: 30%
OK
Deselect.
Highlight the template layer.
Click on it with your Magic Wand.

Copy and paste Paper 10 Into Selection.

Delete the template layer.

Highlight Raster 4 layer.
Click on it with your Magic Wand.

Copy and paste Paper 3 Into Selection.
Deselect.
Delete the template layer.

Highlight Raster 7layer.
Click on both rectanagles with your Magic Wand.
New Raster layer.
Copy and paste Paper 14 Into Selection.
Deselect for now.
Add the following elements to both rectangles – see my tag for reference, and don’t worry about what overhangs the sides.  We’ll clean that up in a bit.
To the Left rectangle:
Scattered Stars:  Resize 40%/Duplicate/move both element layers into position over both rectangles.
Bed:  Resize 35%
Lamp:  Resize 35%

To the Right rectangle:
Moon:  Resize 25%
Tree:  Resize 80%
Tree again:  Resize 30%

Once you have all the elements in position –
Highlight the rectangle paper layer.
Click anywhere outside of it with your Magic Wand.
Highlight each element and tap the delete key.
Deselect.
Delete the template layer.
Merge Visible the rectangle paper layer and all the elements you just placed above it.  An easy way to do this is highlight the top element and keep merging down until the paper and elements are all on the same layer.
Once you’ve done that apply Xero – Porcelain to the merged layer:
Use Default settings.

Highlight Raster 8 layer.
Click on each frame with your Magic Wand.
New Raster layer.
Copy and paste Paper 15 Into Selection.
Adjust/Add Remove Noise/Add Noise:
Use same settings.
OK
Deselect.
Delete the template layer.

Delete the template layer.

Add your elements.  I used:
Swirl 2:  Resize 55%/Duplicate/Mirror
Clover:  Resize 40%/Duplicate/Mirror/Resize 70%
String of Stars:  Resize 50%
Cloud:  Resize 50%
Flower 1:  Resize 35%
